Wuri, breaking the discrimination

Unfair treatment often happens to the disables even though physical limitation does not reduce someone's intelligence and capacity. To protest the discrimination and fight for the marginal's right, Wuri makes the move.

She started to be known when the government of Surabaya city refused her application to be the prospective government employee (CPNS) at the end of 2004. The government interpreted the requirement of physically and mentally healthy as not being disable. Thus, Wuri, who sits on wheelchair is considered unqualified.

The suit was sent to the government of Surabaya city by Surabaya state administrative court (PTUN)in February 2005. After three months, Surabaya state administrative court settled that the interpretation was wrong and favor Wuri's suit.

Unable to accept the settle, the government fight for appeal. East Java's PTTUN, around September 2005, strengthen the previous settlement, the government of Surabya city then fight for the next step, cassation.

The supreme court (MA) declared a settlement on December 2009. The settlement of Surabaya's PTUN and East Java's PTUN were again strengthen. Wuri won and lost at the same time. The supreme court won her suit. However, as a result of four years delay for the decision, she could not join the recruitment process of CPNS on 2010, age limitation restricts her.

However, the supreme court's settlement on her 37th birthday was at least a jurisprudence of a discrimination to the disable. "If it is only to get a job as the government employee, I would have accepted the government offer when this case was on top. Discrimination treatment is structural and just like an iceberg, there are still many more incidents," said the seventh out of eight siblings who is used to be independent since she was born.
